This is still not recognized by society - that voting on people is utterly useless. That's why we're allowed to do it. That's why so much is spent on it. It's keeping peoples' mind in their loop. Even though it matters not a whit, people thinking that it does keeps the whole thing chugging.
It's not that voting itself is useless but if it's voting on people to represent others, then yes it is. Real decision-making consists of voting on proposals. Being able to make proposals and being able to vote on them. And a proper consensus doesn't rely on 51 to 49. That is essentially only 1 degree above randomness. So imagine all this money and effort used for something that is as good as a coin toss!
A true consensus is takes a vast majority. Something in the order of 70-80%. This allows 10% for those who park at each extreme, usually the minority of both sides of the spectrum. A true consensus requires a minimum of the whole to present their vote. That's called a quorum and without it, voting is made even more useless.
