Executive Budget bill HB300 advanced through the House and crossed over to the Senate. A hearing of the bill is scheduled by the Senate Ways and Means Committee for Tuesday, March 18, 2025 at 10:00am in Conference Room 211 of the State Capitol at 415 South Beretania Street. The hearing will also be livestreamed, and testimony will be accepted through videoconference. The deadline to submit testimony is Monday, March 17, 2025 at 10:00am.

Powerful multi-agency partnership behind mosquito project on Maui, Hawaii

Advocates for a program that will release up to 775,992,000 lab-altered, bacteria-infected mosquitoes in Maui every week for the next 20 years claim it will help prevent the spread of avian malaria, protect humans and reverse the population decline of native bird species.

Local activists argue that an environmental impact study was not performed before the project was launched and warn possible negative consequences of the mosquito release may outweigh any benefits.

In May 2023, Hawaii Unites sued the state in the Circuit Court of the First Circuit in Hawaii. In a Jan. 29 ruling, the court granted the state’s motion for summary judgment. “Our attorney presented very compelling information,” Lia said. “The state again really couldn’t even answer for themselves.” Yet, “the judge ended up ruling in their favor.”

Gates Foundation

A 2019 peer-reviewed study from Yale University scientists revealed that over two years of continual releases of genetically engineered mosquitoes at a test site in Brazil failed to reduce populations of Aedes aegypti. Although the mosquitoes were supposed to be sterile, the study found they nevertheless bred with wild mosquitoes.

“We were able to find out that the Bill & Melinda Gates Foundation funded the initial technology for one of the mosquito labs where the mosquitoes are being imported from,” Lia said. Her group also “found a connection to … Verily Life Sciences,” a Google subsidiary.

“They want us to just go away,” Lia said. “I don’t think they expected to be called out on the facts of what’s in their own documents and what they’ve misrepresented to the people. But we’re not going anywhere. A billion lab-grown mosquitos released

Under a two-year Experimental Use Permit approved by the EPA, the British biotech firm Oxitec has been green-lit to release over 1 billion genetically modified mosquitoes across 6,600 acres in Florida and Texas.

“I don’t trust this company and I can’t trust their technology,” says Mara Daly, a resident from Key Largo who’s been following Oxitec’s plans for nine years.

Residents at public meetings raised fears they’re being used as “guinea pigs” and “laboratory rats.” Facebook groups like “GMO-Free USA” and “GMWatch” have been exploding with mistrust and concern from locals, including some who don’t seem to realize they voted in support of the project five years ago.

Daly’s biggest issue with the genetically modified insects is an apparent lack of independent evaluation—meaning testing done by those outside of federal agencies and the company itself—to ensure it’s safe for both humans and the local ecosystems.
