At first glance
Initially I was mistaken to agree Bill C400 was something the majority of Canadian freedom group leaders and members needed to unite around. A closer look reveals Bill C400 appears more like a multi-faceted, long term make work project funded by taxpayers. See below. Doreen

Bill C400 is not an Act to preserve cash, it is a framework as follows
Short title
1 This Act may be cited as the Framework on the Access to and Use of Cash Act.
Review by Minister
3 Within 90 days after the day on which this Act comes into force, the Minister must undertake a comprehensive review of existing legislation, regulations and policies in relation to the availability of cash within financial institutions.
Tabling of framework
5 (1) Within 18 months after the day on which this Act comes into force, the Minister must prepare a report setting out the framework and any recommendations related to its development and implementation and cause the report to be tabled in each House of Parliament on any of the first 15 days on which that House is sitting after it is completed.
Review
6 Within three years after the report referred to in section 5 has been tabled in both Houses of Parliament, the Minister must, in consultation with the parties referred to in subsection 4(2), undertake a review of the implementation, effectiveness and social and economic impacts of the framework, prepare a report setting out any findings and recommendations and cause the report to be tabled in each House of Parliament on any of the first 15 days on which that House is sitting after it is completed.

Canadian Bill To Retain Cash and Coin
The Canadian government must continue to print notes and mint coins for its entire existence,
All Canadian banks must accept and distribute notes and coins,
All Canadian businesses must accept and return notes and coins.
Ask Canadians which they prefer?
1] Bill C400 framework with costly reviews, studies, reports, consultations and more reviews and reports after years of study?
OR
2] A Canadian Bill To Retain Cash and Coin?

Once we confirm the most effective nation-wide action plan to retain cash and coin, and establish a way to measure participation b/c numbers count and b/c measurement done thoughtfully becomes a catalyst for continuous improvement, everyone is tasked to inform others and request they respond as well.
