Canada Bill C-15

On February 2, 2026, the federal Finance Committee heard from the Minister of Transport and ALTO’s CEO about the powers Bill C-15 would hand them. Here is what they said — in their own words.

What Is Bill C-15?

The federal budget implementation bill contains a section called the High-Speed Rail Network Act. It would give ALTO — the Crown corporation building the Quebec City–Toronto rail line — sweeping new powers to freeze land, accelerate expropriation, and bypass independent oversight.

Short Version

On February 2, the politicians and officials behind those powers appeared before Parliament to defend them. The Minister’s only stated reason for removing independent community oversight: “It would delay the project.” ALTO’s CEO admitted there is no route, no engineering, no environmental assessment, and no credible budget. The right to be heard before your property is taken is being removed because, in Alto’s words, it creates “false hope.” Excerpts …

Part One: The Minister’s four-word answer

Part Two Your land could be frozen for two years

Part Three: “Who asked for this?” Nobody would say

Part Four: Mirabel found out on Facebook

Part Five: Alto’s CEO: no route, no engineering, no budget

Part Six: “The right to object remains. It’s limited.”

Part Seven: Learning the wrong lesson from HS2

Petition e-7203 (Transportation)

We, the undersigned, Residents of Canada, call upon the House of Commons to decline to approve or advance provisions in Bill C-15 that grant extraordinary powers to expedite rail corridor approvals. https://www.ourcommons.ca/petitions/en/Petition/Details?Petition=e-7203

Smart cities Un Agenda 21 Sustainable Development 2030

Deceptive reality of job creation, citizen preferences of trains over personal cars, mitigation of air pollution and alleviating traffic congestion are justifications that coerce the general public to support construction of light-rail systems in their communities. The truth is … these expensive endeavors create solvency of citizens and state governments to the construction and operating costs of light-rail systems.

High-Speed Rail Map Shows Proposed Vision for US

Map of potential High-speed rail routes proposed by U.S. High-Speed Rail Alliance. | USHSRA/USHSRA

The U.S. High Speed Rail Alliance has published a map outlining a series of potential high-speed rail lines that could reach every mainland state.

The organization advocates for greater local and federal exploration of high-speed rail technology, despite the Trump administration’s skepticism toward projects currently active in California.

The U.S. High Speed Rail Alliance's map of potential routes encompasses every state in the union, barring the exceptions of Alaska and Hawaii. https://www.newsweek.com/high-speed-map-vision-2106853

Hyperloop

Jan 08, 2026

Hyperloop, proposed ultra high-speed, ground-level, solar-powered cargo and mass transportation system conceptualized in 2013 by American entrepreneur Elon Musk in a 58-page white paper. The system would consist of a network of steel tubes, with pods traveling through a “near-vacuum” environment at speeds of up to 1,220 km (760 miles) per hour using magnetic levitation and propulsion. Hyperloop tubes would connect hubs located in cities worldwide. Musk published his “Hyperloop Alpha” white paper to be used as an open source by universities and companies to research and develop hyperloop technology. More than a decade later, exactly two people have ridden a hyperloop. https://www.britannica.com/technology/Hyperloop

Imagine traveling at over 700 mph in a vacuum tube. This groundbreaking transportation concept, proposed by Elon Musk, uses magnetic levitation and low pressure environments to shoot pods across vast distances.

The Hyperloop, as [1] described by Musk, is the fifth mode of transportation. Beyond four current the modes (boats, planes, cars and trains), the Hyperloop would move 3 to 4 times faster than the bullet trains built across the globe; meaning it would travel at twice the speed of an average commercial airliner. http://www.occupycorporatism.com/hyperloop-or-bullet-train-how-we-will-travel-under-agenda-21
