What Is Bill C-15?
The federal budget implementation bill contains a section called the High-Speed Rail Network Act. It would give ALTO — the Crown corporation building the Quebec City–Toronto rail line — sweeping new powers to freeze land, accelerate expropriation, and bypass independent oversight.
Short Version
On February 2, the politicians and officials behind those powers appeared before Parliament to defend them. The Minister’s only stated reason for removing independent community oversight: “It would delay the project.” ALTO’s CEO admitted there is no route, no engineering, no environmental assessment, and no credible budget. The right to be heard before your property is taken is being removed because, in Alto’s words, it creates “false hope.” Excerpts …

Hyperloop

Hyperloop, proposed ultra high-speed, ground-level, solar-powered cargo and mass transportation system conceptualized in 2013 by American entrepreneur Elon Musk in a 58-page white paper. The system would consist of a network of steel tubes, with pods traveling through a “near-vacuum” environment at speeds of up to 1,220 km (760 miles) per hour using magnetic levitation and propulsion. Hyperloop tubes would connect hubs located in cities worldwide. Musk published his “Hyperloop Alpha” white paper to be used as an open source by universities and companies to research and develop hyperloop technology.
