Governments around the world are suddenly telling their citizens to prepare. Meanwhile, reported cyberattacks, false emergency alerts, and infrastructure disruptions are raising questions about how prepared our institutions actually are. (Spoiler: results not good)
Following last week’s look at the Pentagon’s FORTRESS America initiative, I’m examining reports of supermarket refrigeration attacks across Europe, which followed freezer hacks at U.S. military commissaries, an incident involving French blood-service cold storage, a French banking “hack,” and strange Washington, D.C. power outage.
We’re also taking a look at the European Commission’s 72-hour preparedness guidelines released this week, as well as EU Integrated Resolve 2026, and ending with Cyber Polygon’s earlier exercises involving a “cyber pandemic”. Commission takes new steps to prepare Europeans for growing crisis risks

Today, at the European Civil Protection Forum, Commissioner for Equality, Preparedness and Crisis Management Hadja Lahbib presented new guidelines to help people and communities prepare for emergencies, including during the first 72 hours of a crisis.
