This in-depth conversation with John Carpay digs into how government institutions shape public opinion, influence behaviour, and limit dissent. We break down the mechanisms behind “manufacturing consent” in Canada and examine implications of Bill C-9 for democratic accountability, judicial independence, and citizens’ rights. If you want a clear, unfiltered look at how behavioural engineering and legislative overreach impact Canadians, this interview pulls the curtain.
Inside the Government of Canada’s covert effort to steer citizens’ beliefs, emotions, and behaviours

This report examines how the Government of Canada incorporated behavioural science and legislative mechanisms to shape public attitudes, restrict expression, and manage dissent. Through the Impact and Innovation Unit (IIU) in the Privy Council Office (PCO), federal officials implemented strategies drawn from so-called nudge theory to influence citizen behaviour under the guise of “evidence-based policy.” These methods expanded dramatically during the era of Covid lockdowns and vaccine passports, shifting from communication improvement to deliberate psychological conditioning aimed at securing compliance. The Justice Centre urges thorough scrutiny of such behavioural programs to preserve transparent, representative governance in Canada. https://www.jccf.ca/wp-content/uploads/2025/11/Manufacturing-Consent_Final.pdf
The Atlas Network: Provides Academic Cover
The intellectual foundation for this movement comes from think tanks connected to the Atlas Network—a global organization coordinating over 500 free-market policy institutes in countries worldwide.
One Canadian organization named that transforms Atlas’ far-right political goals into seemingly objective policy research, providing academic cover that allows radical ideas to enter mainstream political discourse is the Justice for Constitutional Freedom [JCCF]. https://www.ourgreaterdestiny.ca/p/global-far-right-leadership-club
John Carpay

So it was interesting while researching a recent post on the so-called Justice Centre for Constitutional Freedoms, a Calgary-based organization that specializes in litigation supporting social conservative causes and headed by former CTF Alberta director John Carpay, to learn the CTF has a relationship described as a “partnership” with the Arlington, Virginia-based Atlas Network. https://thetyee.ca/Opinion/2018/07/05/Canadian-Taxpayers-Federation-Get/
John Carpay, president of the Justice Centre for Constitutional Freedoms, has been associated with the Atlas Network through its awards and recognition programs. While he has not received a major prize like the Templeton Freedom Award, he has participated in key Atlas Network events, such as The Atlas Experience in Niagara-on-the-Lake, Canada, where he was a featured attendee. The JCCF is listed as a former Global Partner of the Atlas Network, and Carpay has been acknowledged in Atlas Network communications for his work in constitutional advocacy. In 2010, he received the Pyramid Award for Ideas and Public Policy, which was highlighted in Atlas Network materials as a recognition of his contributions to freedom and the rule of law. The Atlas Network has also supported the Justice Centre through grants and networking opportunities, aligning with its mission to promote free-market and libertarian principles globally. https://search.brave.com/search?q=atlas+network+award+john+carpay+&source=web&summary=1&conversation=08a26ec3d4046e975ac7714d50f53c79823b
What if?
What if continuous evidence of corruption, psychological warfare, perpetrated toxicity, technological threats, further subjugation unless transformed [see below] is a catalyst for humans to mature? To summon the courage to look at the dark side of reality not as a threat but as an opportunity. An opportunity to open our minds to the rare timeline we are living, accept that we all contributed to present chaos, and leverage proven new scientific processes to transform chaos into another reality and future worth living?
