2 hours 38 mins Elon Musk: To change the fossil fuel economy to solar, wind, battery economy requires a hell of a lot of batteries. My recommendation honestly, is just add a carbon tax. Unpriced externality in carbon concentration in the oceans and atmosphere. It’s like not paying for garbage removal. Garbage removal isn’t free. You’ve got to pay a little for this and because we are not paying for C02 capacity of the oceans and atmosphere, we have what economics is calling unpriced externality. So, the market is unable to respond to an unpriced externality. If we just put a price on it the market will react in a sensible way and because we didn’t put a price on it it’s behaving badly.

Joe Rogan: So, theoretically how would you put a price on that? Look at various industries and how they contribute to C02?
Elon Musk: Yeah, just put it at the point of consumption.

Joe Rogan: And tax them.
Elon Musk: It ends up being, yeah, electricity and gasoline, pretty much. Now, you can make this a non-aggressive tax like, what if someone’s driving around a lot and they’re lower income, great, give um a rebate, tax rebate. That’s the way to do it.

Joe Rogan: And then the market will be forced to respond to the fact that the ..
Elon Musk: The market will adjust things automatically based on pricing. Markets work great if the pricing is correct. It’s only when you have a tragedy of the commons and the price is not there that the market does not respond nor would you expect it to. If you have a public toilets problem where nobody’s responsible for it, nobody’s paying for it, well the public toilets are not good. As soon as you put a price on it the right thing will happen automatically.

From the perspective of control, it is the most effective method of controlling human behavior that the world has ever known. And while many argue that the Blockchain is not capable of doing all this, the problem has already been solved. It’s called Hashgraph, and it appears to be ready for deployment.

How the carbon tax ‘will’ be calculated

Elon Musk emphasizes repeatedly there’s just one thing that will matter, put a price on carbon and Joe Rogan agrees 100% repeatedly. They broach the fact carbon dioxide is good for plants.
